Does the user have 'SPELL_FORCE_LEGACY=1' in his Notes.ini?

From what I understand, the 8.5.2 client will use the userdictionary.xml, unless 'SPELL_FORCE_LEGACY=1' is listed - which reverts back to the old 'User.idc'. In other words, the client will use one of the other.

Rename the user's dictionary - and see if the suggested spelling still continues.
